What’s the Opportunity?

Anchor QEA is seeking a full-time Environmental Planner to support the acquisition of regulatory permits and approvals for waterfront construction and redevelopment, dredging, habitat restoration, and living shoreline projects primarily along the Gulf Coast. You will assist project managers with completing permit applications, including developing and reviewing environmental studies, status reports, and other associated deliverables; coordinate with team members to obtain necessary inputs, such as engineering design drawings, GIS analysis or mapping, and technical editing review; help develop public involvement and stakeholder engagement plans and strategies; and complete quality control review of work products in collaboration with project managers. You will be a key member of project teams with opportunities to continue learning and helping to solve challenging environmental problems. Across all tasks, you’ll help advance Anchor QEA’s focus on solutions that incorporate engineering-with-nature directives and the beneficial use of dredged material, advancing nature-based, resilient designs that improve ecosystem function.

Responsibilities:

The successful candidate will be responsible for the following:

  • Helping to work with project teams in the development of permitting and supporting environmental documentation, coordinating and directing others as appropriate to complete efficient and thorough quality work.
  • Preparing permit applications for projects mainly in Texas, Louisiana, and Florida, under Section 10 of the Rivers and Harbors Act and Sections 401 and 404 of the Clean Water Act.
  • Preparing other federal, state, and local permit applications and supporting documents.
  • Reviewing relevant regulatory codes, preparing compensatory mitigation plans, documenting alternatives analysis processes, and developing technical discipline reports and studies, potentially including documentation to support environmental reviews under the National Environmental Policy Act (NEPA).
  • Responding to agency, tribal, and public comments and questions on permit applications.
  • Participating in client meetings, public meetings, and stakeholder work groups and conducting fieldwork, or site visits as needed (predominantly local travel).

What Are We Looking For?

Ideal candidates will have the following:

  • Minimum of a bachelor’s degree in a related field (e.g., environmental planning or policy)
  • Minimum of three years relevant experience, preferably in consulting
  • Background in environmental regulations with experience in ecological research or land use analysis
  • Understanding of the permitting processes in Texas, Louisiana, and Florida, including the preparation of Section 10 and Section 401/404 permit applications (e.g., Individual Permits, Nationwide Permit Program Pre-Construction Notifications, Regional General Permits, etc.)
  • Experience in preparing and applying aquatic resource delineation survey results to project impact assessments and permitting applications
  • Ability to adapt to changing priorities and multiple concurrent projects/tasks, working both in teams and independently
  • Ability to excel in a fast paced, client service-oriented team environment and proven ability to work across disciplines internally and externally
  • Strong professional written and verbal communications skills
