Primary Objective of Position


Nature of Work:
This position provides various support services to the Police Department for individuals currently enrolled in a post-secondary law enforcement program or college level courses in criminal justice, or police science. The position is identified as an apprenticeship, grooming the CSO for the position of Police Officer upon completion of their academic program.


Should the CSO complete their academic coursework, their employment with the City as a CSO will end no later than 12 months after completing their education. If the CSO terminates their college education without completing their degree program, employment as a CSO will end no later than six months after ending their law enforcement/criminal justice education.

Internally - Police staff.
Externally - General public.

Essential Duties and Responsibilities


Essential Work Functions (Illustrative Only):
  • Maintain community relations by conducting tours of the department facilities and delivering information, reports, etc., to businesses, schools, or homes as needed by police department.
  • Assist police with community outreach projects.
  • Perform animal control activities such as responding to calls and complaints on animals, processing dog bite reports and following up as directed, and enforcing animal control ordinances.
  • Assist stranded motorists, and vehicle lock-out requests.
  • Retrieve lost and stolen bicycles and maintain the bicycle holding facility.
  • Transport arrestees to jail and third parties to their home or other locations as necessary.
  • Assist Officers with towing vehicles, blocking traffic and other traffic control duties.
  • Complete routine non-emergency reports.
  • Transport department vehicles for repair and maintenance.
  • Transport evidence to forensic lab.
  • Observe all safety rules and procedures.
  • Parking Enforcement.
  • Patrol parks and streets and relays information to officers for response.
  • Assist Patrol Officers with routine functions as trained, directed, or requested, and assist all City staff as directed by a supervisor.
  • Perform house-watch duties to help ensure the safety and security of property belonging to residents outside the City.
  • Keep supervisor informed of all important matters which require immediate action or attention.
  • Assist in the maintenance of agency equipment and medical supplies.

Minimum Qualifications / Necessary Knowledge, Skills, and Abilities


Minimum Qualifications of Education and Experience:
  • Must be 18 years or older at the time of employment.
  • Must possess a high school diploma or GED equivalent.
  • Must be enrolled in a post-secondary law enforcement program or college level course in criminal justice, police science or related subjects.
  • Must have one-year of work experience involving public contact or customer service.
Knowledge, Skills, and Abilities Required:
  • Must be able to communicate effectively, through written and oral communication skills.
  • Ability to utilize computer technology in a windows environment.
  • Must possess strong organizational skills.
  • Must be able to pass a pre-employment background check; not having any felony convictions or disqualifying criminal histories within the past seven years.
  • Ability to observe all safety rules and procedures.
  • Ability to answer administrative phone calls when needed.
  • Must abide by all state statutes, City ordinances, City and department rules and regulations, general orders, procedural directives, and memoranda.
  • While working on the street, the CSO shall maintain radio communications with dispatch at all times using proper radio procedures.
  • Ability to always observe defensive driving; and display courtesy to both motorists and pedestrians while driving City vehicles.
  • Ability to safely operate a motor vehicle and possess a valid driver's license.
  • CSO will not conduct traffic stops, make custodial arrests, or handle in-progress calls.
  • Knowledge of CPR and first aid procedures.
  • Ability to learn the City's geography.
  • Ability to learn and apply various rules and directions as set forth in state statutes, City ordinances, and other directives related to law enforcement procedures
  • Ability to establish and maintain effective working relationships with City staff and the public.
  • Ability to work independently with limited supervision.
  • Ability to meet mental demands of the position.
  • Ability to follow verbal and written instructions.
  • Willing to work a schedule of 20 - 29 hours per week, which will include evenings and weekends.
